Yesterday at 6.10 pm the whole Dennis Meléndez ratified as the new regulatory environment of public services.

Melendez was appointed to the Regulatory Authority for Public Services (Aresep) by the Governing Council.

That designation was supported by most members of the Nominating Committee of Parliament yesterday ratified the decision by 39 votes in the whole favor and 10 against.

Costa Rica depends on effective management of renewable energy and involvement of young people to advance a more sustainable development

Energy security, climate change and the reduction of inflation are the main reasons why our country needs to promote energy saving and renewable energy on a small scale. Costa Rica depends on effective management of renewable energy and involvement of young people to advance a more sustainable development.
The national energy demand continues to grow. This is due to population growth and economic development of society. ICE estimates that to double electricity generation capacity over the next ten years to more than 4000 MW. This is a huge challenge for the country. To put this in perspective, we lasted 60 years building the 2000 MW that we have today.
The energy supply growth remains limited by financial factors, political and environmental. Mega hydropower projects will be limited. So this year, the ICE starts operation Garabito thermal plant, an emergency solution. The cost of a kilowatt produced in Garabito is ten times more expensive than a kilowatt of clean energy. Moreover, according to Jorge Villalobos, the new president of RECOPE, this plant makes "a negative impact on the intake of Costa Rica to be the first carbon neutral country."
Clean technologies provide a natural solution for the country. HSBC estimates that clean technology sector will grow by 300% over the next ten years.
Europeans, Americans, Chinese, Indians and Brazilians are beginning to use this sector as an engine of growth. Javier Nunez, a Spanish entrepreneur who invests in the solar industry of Costa Rica said that the country should take steps "that can really make the difference between creating an industry or not to create, among leaders in the region in renewable energy or not be" .
We are not starting from scratch, but there is much to do to advance clean technologies in the country.
For example, almost ten years ago, an article was repealed the 7447 Act that provided tax breaks for renewable energy equipment. It is expected that the new Legislative Assembly passes the record 17 096 exemptions to return such equipment.
This law change to boost the sale of solar water heaters, efficient lighting and shower heads economizers. Also raise the tax from 70% who have deep cycle batteries, components critical to the functioning of solar panels, wind turbines and electric cars. The payback time for these teams will be reduced by 25%.
We have huge energy potential to explode. For example, less than 0.01% of houses and shops in Costa Rica generate renewable energy to reduce their electricity consumption. Of the 2000 MW of electrical capacity we have, is only 0.5 MW of solar energy. Ing Shyman Nandwani of UNA estimated the theoretical potential for solar energy is 25 million MW.
Adding two-way meters as proposed by Teofilo de la Torre, the new Minister of Environment, Energy and Telecommunications, would give the country double benefit: reducing demand and increasing supply. If 25% of the subscribers in the Valley will use renewable energy in peak hours, could mitigate up to 100 thousand tons of CO2 per year.
Dossier 17 096 is a good first step in opening the energy potential of our nature and people. Now we give more. We have a historic opportunity to surf the wave of clean technologies and achieve our goal of carbon-neutral country. There are more settings that direct legislation to advance a green economy and progressive.
In 1950, just 32 years old, Mr. Jorge Manuel Dengo and a small group of young professionals were given the task of building a power sector safe, clean, and that incited the country's economic growth. Incredibly, they succeeded. We are in a situation to another energy revolution.
It's time for us young people, we have the vision and courage to develop our energy system and activate the development we want.

The electric cooperatives supplying 12.25% of the national population, so consider more than necessary to review the draft Electricity Law in order to be taken into account in this legal initiative.

At this time electric cooperatives Coopesantos RL, Coopelesca RL, RL and Coopealfaroruiz Coopeguanacaste, supply of electricity to 12.25% of the national population, which amounts to a demand of 11.70% of the energy is distributed in the country. In addition, these cooperatives have a production capacity of 84 megawatts, representing 5.6% of national demand.

Regulatory Authority of Public Services (Aresep) will reduce the price of energy that ICE pays private generators.

Currently these businesses contribute about 10% of the country's electricity.

The regulatory body approved last May 7 a new model to set tariffs for energy by the Instituto Costarricense de Electricidad (ICE) to private firms.

BAC will support SMEs in energy efficiency

BAC International Bank will develop a program for small and medium enterprises (SMEs) in Central America so they can more efficiently use energy.

Examples of initiatives that may develop are replacing lighting equipment, motors and plants, and solar projects, wind and water, said the manager of BAC San José, Gerardo Corrales.

This plan will be implemented under an agreement signed yesterday with the BAC International Bank Inter-American Investment Corporation (IIC), the financial arm of the Inter-American Development Bank, the end of the Second Annual Congress of the House Energy Efficiency of Industries.
