Plan to reduce effects of climate change requires investment of $ 300 million annually, estimated Minister

That could be handled charging $ 0.01 per box of bananas or $ 0.02 per box of pineapple, consumers would pay to maintain the plantations or forests.

The 475,000 users of the Compañía Nacional de Fuerza y Luz (CNFL) are the ones who suffer most from changes in the power supply voltage, a study of the Regulatory Authority for Public Services (Aresep).

According to the report, 15,119 voltage measurements made by the borrowers of electric service, 25% do not meet established quality standards.

CNFL is the one that has affected services, 44% of the measurements made, followed by Coopeguanacaste, with 33%, and the Instituto Costarricense de Electricidad (ICE), with 30%.

In the testing process and the beginning of thermal project Garabito the Instituto Costarricense de Electricidad (ICE) located in the canton of Montes de Oro, Puntarenas, generated only in September, bunker consumption grew by 320% compared to that months in 2009. This follows from a comparative report by the Costa Rican Petroleum Refinery (Recope) which indicates that the bunker was acquired by ICE increased from 8,561 barrels in September 2009 to 35,952 barrels in the same month, but the 2010, representing an increase in 27,391 barrels, with a respective one period to another. It should be noted that currently, the thermal plant began to slowly Garabito its contribution to the national electricity system. It is the largest project of ICE which requires fossil fuels for their operation, which generate 200 megawatts of electricity. This thermal plant has 11 motors and an equal number of generators required for the production of electricity, which are on probation, as is expected to start operating as from early 2011. In the model proposed and contained in a bill presented by the Minister, the Instituto Costarricense de Electricidad (ICE) remains the largest producer of electricity, but with the participation of private enterprises.
